![]() | Initial
Situation. West Frankfurt, urban district of Rebstock - whoever owns a plot of land here can count himself lucky. Prices per square metre of several thousand marks are perfectly normal. So how is it that an area as big as 27 hectares is only used as a car park? The reason is a domestic waste dump established in the 1950's. It lies dormant beneath the paving stones and prevents a sensible utilization of the land. Until now. | ![]() ![]() ![]() ![]() ![]() ![]() ![]()
![]() | Costs. The owners did not venture to build anything on the site. The landfill can be ruled out in terms of safe building ground. Removing the waste would have cost about 100 mio. marks even in the early '90s. In the meantime, landfill fees have been lowered to 30 - 40 mio. marks. Urban planning has become practicable. It is quickly decided to use the site as a residential and industrial area. The project 'Live and work at the Rebstock Park' is created.
![]() | Remedation
Plan. The investors demand a water-tight cost calculation. Expert reports so far have provided only vague estimations. How much waste is really concealed in the ground is uncertain.Total costs are hard to calculate. The project is on the brink of failure. Failure is out of the question. Enter HPC and suggest
to carry out the remediation as general contractor. We submit a package offer.
Now the situation can be reassessed: By giving a fixed-price guarantee HPC takes
over the risk of overrunning costs. Along with the whole organization of the project.
![]() | Scheduling. This enables us to combine several procedural steps: authorization planning and work preparation go hand in hand, advancing the schedule by almost a whole year. The investors approve. Finally something new can be created here: a major building site.
![]() | Public
Relations. Now it is time to consider the neighbouring residents. In our further planning we rely on methods designed to keep hassles by dirt and noise low. We submit the documents on the projected procedure to the responsible authorities. They give their consent. Now we can inform the residents about the planned measures. Due to an open, offensive information policy we are able to dispel most reservations. Thus the way is paved for the project to go off smoothly. Of course, something can go wrong any time. But if you are well-prepared, you can react quickly.
![]() | Construction
work. We hire subcontractors to carry out the planned measures - work can be started as scheduled. The clearance work will be completed on schedule in the summer of 2001. After this we shall prepare the land and the buildings can be erected. Later on, 4,500 people will live and work here. Where they will park their cars? That's a different story. ![]() Interested? We have more in store.
